Wisconsin shipbuilder loses Coast Guard bid

Marinette Marine has failed for a second time to land a huge federal ship-building contract.

The Government Accountability Office has rejected the company appeal of a Coast Guard decision to award the $1.5 billion deal to Bollinger of Louisiana.

U.S. Rep. Steve Kagen, D-Wis., of Appleton said Marinette submitted a lower bid and the Coast Guard has never explained why Bollinger's bid was approved instead.

Kagen and U.S. Rep. Bart Stupak, D-Mich., of Menominee asked for a detailed analysis of each bid. Stupak still hopes to get that.

Marinette Marine laid off 100 employees last fall while awaiting a decision on the Coast Guard contract - which will create new ice-cutters for large waterways.

The GAO had to decide whether Bollinger's offer complied with federal policies.

Marinette Marine said the Coast Guard had trouble with Bollinger in the past.

They said the government never recovered its money from a failed project that was supposed to convert ice-cutters into full vessels.
