Somerset man charged with possessing child porn

A Somerset man arrived home from a Caribbean trip this week to be arrested on suspicion of possessing child pornography, according to charges filed in St. Croix County Circuit Court.

Prosecutors on Wednesday charged 73-year-old Roland D. Kisling with six felony counts of child porn possession. St. Croix County Circuit Court Judge Eric Lundell ordered Kisling to post a $25,000 cash bond at his initial court appearance.

According to a criminal complaint:

The Wisconsin Department of Justice’s Division of Criminal Investigation (DCI) received a cyber-tip Nov. 30, 2015, from the National Center for Missing and Exploited Children. The center was informed by Google that a Gmail user had uploaded an image containing suspected child porn.

A second report of a user uploading child porn was reported by Microsoft Corp. 

A review of the IP address connected to the transmission revealed a Somerset location.

DCI agents, along with St. Croix County sheriff’s deputies and Somerset police, executed a search warrant on March 2 at Kisling’s Sarah Lane apartment. Authorities confiscated electronic devices on the scene.

An on-scene forensic preview of the hard drives revealed images and video files that a DCI agent “believed may be of use to the investigation.” 

Authorities learned Kisling was in Jamaica at the time agents executed the search warrant and later discovered he was due to return on April 5.

Officers tracked him from the Minneapolis-St. Paul International Airport to Wisconsin, where he was taken into custody in St. Croix County.
