SCC tax impact declines

The St. Croix Central School District held its Annual Meeting on Monday, July 25.

Before the annual meeting began, District Accountant Jennifer Kleschold explained the proposed 2011-12 budget during a budget hearing.

A document from LarsonAllen Auditor Thomas Kortas was included in the meeting packet saying that during the initial phase of the audit Kortas did not find any need for any adjustments to the recorded balances in the district's financial records.

According to the document from Kortas, "While the audit is not finalized, nothing has come to our attention to date to indicate any material adjustments to the balances shown in the district's year-end financial statements will be required. Also, at this time, no situations have been noted which would adversely affect a favorable opinion on the financial statements."

Kleschold recommended a tax levy of $5,401,886 for the 2011-12 school year. The mill rate decreased from $.011417342 or $11.42 per thousand in 2010 to an estimated $.01078759 or $10.79 per thousand this year (a 5.5 percent decrease) due to an estimated increase in state aid and decrease in the revenue limit formula. For a $100,000 home the impact would be an approximate $63 property tax decrease. For a $200,000 home, an approximate $126 property tax decrease. The mill rate is based on a 2 percent decrease in overall property values. The actual budget and mill rate will be set at an October 2011 school board meeting to reflect current laws, the taxable valuation of properties within the district, actual student enrollment figures and the certified general aid amount.

The electors who attended the meeting supported the Fund 10 budgeted expenditures of $13,598,189; Fund 30 budgeted expenditures of $1,898,309; and Fund 80 expenditures of $60,000.

The electors also voted in favor of authorizing the district to make short-term loans for current operating expenses up to $600,000; providing student accident insurance; renting 4.8 acres of land on west campus in Roberts to Mark Hamlin at an annual rate of $192; and renting out the house and property owned by the district at 1325 Davis St. in Hammond for a fair and reasonable fee.

With no comments made from the public, the electors voted to retain the current board salaries. The president, clerk and treasurer all make $700. All members get paid $50 per meeting, $60 per day outside the district and $35 per committee meeting.

The electors adjourned the Annual Meeting after hearing no business or concerns from the public.
