Budget to be presented at annual meeting

If you're interested in New Richmond School District's finances, you won't want to miss the district's annual meeting on Monday, Sept. 16. The meeting, which will be held at the district office at 701 E. 11th St., will detail how New Richmond schools receive funds, and how the district allocates those funds.

"The annual meeting is a meeting where the budget is outlined including state aid and local levy," said New Richmond School District Superintendent Jeff Moberg. "The meeting gives a good overview of the finances of the district."

Unlike school board meetings, the citizens -- not the board members -- can offer motions and cast votes. Action is controlled by a chairman.

Attendees can expect to have the meeting called to order by Board of Education President Rick Hinz before electing a chairperson. Each person who addresses the chairperson should state his or her name and address. Voting, which will be done by voice vote, is limited to only school district residents.

After approving the minutes from the 2012 annual meeting, the body will receive a report from Moberg, hear a detailed presentation by Fiscal and Building Operations Director Brian Johnston on the 2013-14 budget.

The following eight resolutions also are on the agenda:

--Resolution A: To adopt the 2013-2014 Tax Levy

--Resolution B: To authorize the School Board to make temporary loans for current operation according to statutory requirements

--Resolution C: To authorize the sale of school property not needed for school purposes

--Resolution D: To authorize the lease of property. WHEREAS, usable space within the school premises presently occupied by the Community Commons is no longer needed for school purposes;and WHEREAS, certain governmental and non-profit organizations are leasing that space for a variety of lawful purposes; WHEREAS, the electors of the School District of New Richmond believe it may be in the best interest of the School District of New Richmond to extend for one year the leases between the New Richmond School Board and those interested parties. Upon motion duly made and seconded, the electors of the School District of New Richmond pursuant to the provisions of Section 120.13(25) of the Wisconsin Statutes, hereby authorize the School Board to extend the lease of usable space located within the premises of the Community Commons for lawful use by prospective tenants for up to one year if the School Board deems it to be in the District's best interest, upon terms and conditions which are in compliance with applicable law, and which are otherwise satisfactory to the New Richmond School Board.

--Resolution E: To establish salaries for School Board members (Currently members of the Board of Education are paid a salary of $3000 per year. In addition to a salary, board members shall be paid a per diem of $40 for each portion — a portion of a day being five or less hours — spent on School District business such as training, conferences and attendance at regional, statewide and national meetings. For each full day — a full day being more than five hours of attendance — a per diem of $80 shall be paid.)

--Resolution F: To authorize the reimbursement of Board members for actual and necessary expenses incurred when traveling in performance of duties

--Resolution G: To authorize the establishment of accident insurance for students

--Resolution H: To authorize the Board of Education to set date of 2014 Annual School District Meeting for Monday, September 15, 2014 at 7:00 P.M. at a location determined by the Board of Education and the Administrative Staff
