Roberts board approves assessment for street project

The Roberts Village Board approved a special assessment at its meeting Monday evening to fund the Maple and Park streets construction project scheduled to begin next month shortly after Good Neighbor Days. The assessment will appear on 2014 property tax bills in November and is payable in five installments or in full prior to Nov.15.

Earlier in the meeting, the board awarded the contract for the street construction project to Albrightson Excavating with a bid for $358,434.95. Its bid was contingent on the village obtaining signed easement agreements with Dale Schmitz for his post office property and Roberts Marine for a portion of its parking lot. Following a closed session, the board authorized Village President Willard Moeri to negotiate with Schmitz up to $1,800 for the purchase of his easement. The board also authorized $500 for asphalt as part of the easement agreement with Roberts Marine.

Brian Reilly of Ehlers Inc. told the board it had received eight different proposals from five different banks for financing of the street construction project. The board approved a proposal from Bremer Bank not to exceed $380,000 consisting of a 10-year term at an annual interest rate of 2.7461 percent to close in June.

CPA Tom Kortas of Clifton Larson Allen LLP reviewed the 2013 village audit. Kortas characterized the village’s financial health as good and noted in particular that the general fund is in good shape and, for the first time in a long time, there is a positive cash flow from the water and sewer utilities.  

Public Works Director John Bond announced the purchase of a used 1995 Elgin Pelican street sweeper. Delivery was delayed a few days while specific parts were replaced to prevent problems down the road. Bond characterized the equipment as a very good value with its low use of only 190 hours and 954 miles. The cost for the new sweeper was $35,000.

Bond confirmed the trees in front of Roberts Village Hall will be relocated to the park building within the next 10 days as part of the street construction project. Bond also told the board the department’s metal locator used to detect problems with sewer and water lines underground needs to be replaced. Including trading in the old locator, Bond estimated he could purchase a new one for $700.

Library Director Brenda Hackman reported that a young driver accidentally hit the library resulting in some damage to the building. An insurance claim has been filed.    

The board also approved a Side Letter Agreement with Wage and a Job Description designating Aaron McWilliams as the Officer in Charge.

Other business

  •  The board approved a contract with Lee Sports of Little Canada to resurface the tennis courts at the park.
  •  The board approved a bid for $2,679 from Quality Seal Coating to seal coat the south parking lot at the park. The board also approved $600 to replace light fixtures in the lower part of the park building.
  •  The board approved the purchase of two three-in-one recycling containers at a cost of $140 each to be placed upstairs at the park building.
  •  The board approved the purchase of a seven-year/100,000 mile extended warranty on the new police vehicle for $1,470. It also approved publishing the sale of the old vehicle starting June 2 and closing June 16.
