Joint Meeting Minutes
Wednesday, October 25, 2017
Town Chairman Schachtner called the meeting to order at 7:30 pm at the Town Hall. Present: John Melvin, Bartt Palmer, Jim Chandler, Chris Terwedo, Tony Lueck for the Village. Ed Schachtner, Doug Plourde, Shane Demulling, Lenny Germain and Larry Rauch for the Town. Wally Neumann for the Fire/Rescue Commission. Fire Dept. members present were Travis Belisle, Jason Crotty and secretary/ treasurer, Sarah Kobs. Absent: Ryan Sicard, Ali Peterson, Jon Mitchell and Rita Lawson. The Pledge of Allegiance was recited.
Approval of Agenda & Public Input: Motion by Demulling, seconded by Plourde to approve the agenda. Motion carried. There was no public input.
Minutes from Previous Joint Meeting: Motion by Chandler, second by Terwedo to approve the July 26, 2017 joint meeting minutes. Motion carried.
Fire/Rescue 3rd Qtr. 2017 Financial Report: Motion by Plourde, seconded by Melvin to approve the 3rd Qtr. 2017 financial report. Motion carried.
Old Business: None
New Business - Consideration of Generator Repair Bill 45% Village/ 55% Town: The Town has approved the 55% payment at a prior meeting. $541.99 total cost of repair from Critical Power. Melvin stated the Village has a copy of the invoice.
Approval of 2018 Fire/Rescue Dept. Budget: Belisle explained increase in operating supplies and expenses for digital capable radio purchases at approximately $9,000 and $1,700 for Lexipol. Plourde stated at the Fire/Rescue Commission meeting, it was requested that the section be broken down by line item for recurring replacement/ purchases. Discussion on 2% dues and how they are incorporated into the budget. Discussion on maintenance of generator. Consensus was to have Dan Vanasse or local company change oil and do maintenance annually and take the cost out of Fire Dept.'s maintenance services. Motion by Plourde, seconded by Melvin to approve the 2018 Fire/Rescue budget of $183,025 with the Town's 2% dues of $18,753 and the Village's 2% dues of $8,962 coming off the total costs to be assessed resulting in the balance of $155,310 and the final assessment to the Town $81,911 and the Village $73,399. Motion carried.
Review of 5-Year Plan: Belisle stated the 1985 brush truck and 1992 tanker are the larger cost items for replacement. Discussion on type of truck and UTV disadvantages. Palmer suggested getting estimates on truck replacement for next year's budget.
Concert Noise - Summerset Concert: Melvin discussed the ICUP document the Village has with the property owner.
Consideration of Fire Hall Lease Agreement: Melvin asked if the lease could be terminated prior to the five years. #13 gives the lessee ability to terminate upon one year's written notice to the lessor. Discussion on items improved - bathroom, lighting, garage doors, water softener, parking lot. Furnace(s) to be replaced next. Motion by Melvin, seconded by Lueck to accept the Fire Hall Lease Agreement as presented. Motion carried.
Village Representative on Fire/Rescue Commission: Belisle stated the Village needs representation at the Fire Commission meetings. Jon Mitchell is the Village's citizen rep.
Set Next Meeting Date: The next joint meeting was set for Wednesday, January 24, 2018, 7 pm at the Village Hall.
Adjourn: Motion by Plourde, seconded by Rauch to adjourn. Meeting adjourned at 9:00 p.m.
