Notice of Pending Application for
Proposed Wetland Individual Permit
St. Croix County Highway Department, 920 Third St, Hammond, WI 54015, has applied to the Department of Natural Resources for a permit for wetland fill or disturbance near Cedar Lake.
The project is located in the Town of Star Prairie, St. Croix County.
CTH H will be rehabilitated between 110th and STH 65. The rehabilitation will consist of pulverizing and relaying the existing asphaltic surface which will be overlaid by HMA (Hot Mix Asphalt) pavement.
Shoulder improvements will be incorporated as well and will consist of widening and paving a portion of the shoulder. Additionally, culverts will be replaced and grading will be required to ensure proper drainage within ditches. The CTH H rehabilitation work will impact wetlands located adjacent to the roadway because of improvements to roadway safety and design standards. The proposed unavoidable wetland impacts are 0.24 acres of Fresh (Wet) Meadow and 0.07 acres of Hardwood or Coniferous Swamps. Total length of roadwork is 3.53 miles.
The Department will review the proposal provided by the applicant and any information from public comments and a public informational hearing, if requested. The Department will determine whether the proposal complies with ss. 1.11 and 281.36, 401 CWA, Stats., and ch. NR 150, Wis. Adm. Code, and ensure that the required mitigation meets the standards in s. 281.36(3r), Stats. if the project impacts wetlands.
The Department has made a tentative determination that it will issue the permit or contract for the proposed activity.

If you are requesting a public informational hearing, the request must be emailed or postmarked within 20 days after the date this notice is published on the Department's website. A request for hearing must include the docket number or applicant name and specify the issues that the party desires to be addressed at the informational hearing.
If no hearing is requested, the Department may issue its decision without a hearing. If a public informational hearing is held, comments must be postmarked no later than 10 days following the date on which the hearing is completed.
The final decision may be appealed as indicated in the decision document.
