Ahead of what promised to be a contentious community conversation next Tuesday, the city of New Richmond announced in a news release late Thursday afternoon that Immigration Centers of America (ICA) had withdrawn its application to rezone 20 acres west of the city near the St. Croix Correctional Center to build a 500 bed detention center intended to detain undocumented immigrants.
